The Medical Counselling Committee (MCC) has announced the commencement of Round 1 choice filling for NEET UG Counselling 2026, allowing all the eligible students to arrange their choice of medical and dental institutions for the vacancies under 15% All India Quota, AIIMS, JIPMER and other institutes.The registered candidates can log on the official MCC portal and start filling the preference list. This is an extremely important step which will determine the students' college and course of study.

MCC NEET UG Counselling 2026 Round 1: Choice Filling Overview

As mentioned in the official notice issued by MCC, Round 1 choice filling has been opened from 4.00 PM on 07 August 2026, after Round 1 registration was completed on 05 August 2026. The choice filling window will be operational until 11.00 AM on 13 August 2026, allowing students enough time to evaluate the seat matrix, colleges and courses before finalizing their preferences.

What Does MCC NEET UG Counselling Actually Cover?

The Medical Council of India (MCI), which operates under the Directorate General of Health Services (DGHS) in the Ministry of Health and Family Welfare in India, does not take care of every medical seat in the country. It only looks after the centralised pool, namely the 15% All India seats from each of the state medical colleges and the entire number of seats in any of the AIIMS, JIPMER, BHU, AMU, ESIC institutions, central universities, deemed universities and B.Sc. Nursing institutes. The other 85% of governmental seats and all the state privates are handled separately by the respective State's Directorate of Medical Education (DME) or counseling authority based on the different schedule and process of its choice filling.

MCC's New Rules for NEET UG Counselling 2026

Prior to this counseling season, MCC introduced three new candidate-friendly initiatives in order to reduce the need for physical travel and paperwork during the admission process. These initiatives have been implemented from Round 1, so it is good to know about them before locking the choices.
  1. Willing to Upgrade without going in person: Candidates who have received a seat allotment and have indicated that they wish to 'Upgrade' or are 'Willing to Upgrade' for the next round, are now not required to go to the college where the seat has been allotted for admission. Their seat shall remain in the counseling process while the candidate is trying to get a better option for the next round, following MCC conditions.
  2. Online resignation system: Candidates who wish to leave the seat allotment can now submit the resignation via the MCC portal wherever permitted by the counseling rules, rather than going to the college in person for the submission.
  3. Digital submission of documents for NRI quota: Candidates applying for the NRI quota in deemed universities can now upload their sponsorship and eligibility documents on the MCC portal instead of going for offline submission.
The Ministry of Health and Family Welfare notified the states and union territories of these modifications in July 2026, and since then, MCC has been conducting orientation training for the state counselling authorities and universities to equip them to deal with the new process.

Documents Required for MCC NEET UG Counselling 2026

Although online registration and selection do exist, document verification for AIQ seats is still performed manually by the assigned institution. It is, therefore, prudent to be well prepared and have the necessary documents ready rather than rushing after the outcomes are released. Keep the essential documents ready so that the verification can be done; retain the original copies, some copies with your signature, and have everything scanned and saved digitally for online uploads.

  • Class 10 certificate (as date-of-birth proof) and Class 10 & 12 mark sheets
  • MCC provisional seat allotment letter
  • Valid photo ID proof (Aadhaar, passport or equivalent)

  • Category certificate in Central Government format where applicable: OBC-NCL, EWS, SC/ST

  • Any gap-year affidavit, if there is a break between Class 12 and the current admission year
A common pitfall is providing a state OBC or group certificate for AIQ counselling, as MCC accepts only the certificates that meet the central government requirements. This is therefore worthy of checking out long before reporting time.

Reservation Policy for MCC AIQ Seats

The 15% AIQ reservation and seats in AIIMS, JIPMER, BHU, and AMU are implemented as per a standard structure by the Central Government across the countries and no differences based on state can be observed. About 40.5% seats under AIQ remain unreserved/general after inclusion of the categories mentioned above, thus candidates should keenly verify their claiming category with the table before choosing their preferences since certificates of the Central form are the only accepted ones for AIQ seats.

In case, a candidate belongs to the Creamy Layer he/she shall be treated as General/Unreserved even if they have an OBC certificate. A state OBC certificate which is not on the Central OBC-NCL list is not eligible for the AIQ counseling. In the same manner, EWS/PwBD certificates have to be valid and in the exact format mentioned in the MCC bulletin, as expired or wrongly formatted certificates lead to failure in securing category clearance at the verification stage.

Registration Fee and Security Deposit for MCC Counselling

Aside from the fee for registration for counselling, a security deposit which is refundable is collected by MCC, however it differs depending on the category and the institute a candidate is trying for. When the counselling process is done, the deposit is returned to the candidate as long as there are no violations of the exit or withdrawal rules applicable to that round of counselling and the seat allotted to that candidate.

The seats in the deemed university carry a huge amount of security deposit and comparatively high fee structure as a whole; therefore, candidates who are choosing decided universities should consider this along with the NEET rank and number of seats.

NRI Quota in Deemed Universities

Deemed university has some seats reserved for NRI candidates. The documentation process comprising proof of the nationality status and proof of eligibility of the candidate is tackled by the MCC counselling. The process for submitting NRI documents via the counselling portal is now on the online basis since NRI documents can now be submitted digitally instead of on paper. However, candidates should prepare for submission of original documents as colleges may ask for them during document verification.

Common Mistakes Candidates Make During Choice Filling

  • Making choices but failing to lock them: Choices aren’t stored until the LOCK phase is completed; an unlocked list is either gone or automatically locked in whatever condition it is in at the moment.
  • Selecting colleges on the basis of perceived cut-off rank instead of actual preference, therefore getting an allotment which the applicant did not wish for.
  • Forgetting to check eligibility for category, quota, PwD or domicile criteria before the addition of a college, resulting in rejection during the verification process.
  • Not meeting the reporting or upgrade-selection deadline after allotment, causing complete loss of the seat.
  • Leaving a seat outside of specified rounds in which resignation is allowed, resulting in a loss of the security deposit.

How to Fill Choices for MCC NEET UG Counselling 2026 Round 1

  1. Log in to the official MCC counselling website with the details you created when you registered.
  2. Consult the dashboard to see if you have filled in preferences and locked choices; you should also read the notices published.
  3. Make sure that you have paid the registration fee before you can proceed.
  4. Now select 'Available Choices' and filter colleges based on type of institution, state and programme.
  5. Add colleges and courses to the preferred list as you want; preference should be given in the right order.
  6. Make any number of changes to the preferred list before the locking window opens.
  7. Lock the choices as per the time given, as it is only the locked list that will be considered for allotment.

Tips to Fill NEET UG Choices Strategically

  • Fill in the maximum number of preferences instead of the few; more choices mean better chances.
  • Change preferences according to your own honest preference and not 'safe chances'.
  • Check the eligibility of categories, quota, PwD and domicile before adding a college to the list.
  • Make sure you check only the official Round 1 seat matrix from MCC and not previous years’ data.
  • Make sure not to choose any college which you won’t be able to join in case you get it.

What Happens After Choice Locking

After the choice-locking window closes at 11:00 AM on August 13, 2026, MCC will initiate seat allocation by matching candidates with colleges based on NEET UG rank, category, reservation policies, and the choice order selected by candidates. The Round 1 allotment result will be announced on August 17, 2026, and candidates who have received a seat will be required to report to the relevant institution or exercise the option of Upgradation in the specified period. The online option of resignation has also been introduced for candidates who wish to surrender their seat this year.

MCC and state counseling may seem similar due to proximity in time and the need for a NEET UG score. The important thing to keep in mind is that MCC does AIQ and very few others, while the state bodies conduct the rest of the allotted seats in their own jurisdiction. Hence, for government colleges, candidates will have to comply with the state bodies' norms. While candidates can apply to both MCC and their state body at the same time, they will need to keep in mind the eligibility, domicile, and legal documentation aspects in each case, as they may not be the same in both cases.
