Guidelines on Assessment of Persons with Benchmark Disabilities (PwBD) for Admission to the MBBS Course, 2026 – MCC Notice

The Medical Counselling Committee (MCC) has released an important notice regarding the NMC Guidelines on Assessment of Persons with Benchmark Disabilities (PwBD) for Admission to the MBBS Course, 2026 for candidates participating in NEET UG Counselling 2026. Candidates seeking admission under the PwBD category must obtain an Eligibility Certificate from one of the designated MCC Medical Assessment Boards by submitting their NEET UG 2026 scorecard, Permanent UDID Card, self-certified functional ability affidavit, and disability-specific affidavits in the prescribed format. Only candidates who receive this certificate will be eligible to exercise PwBD seat choices during counselling. MCC has also warned that submission of fake UDID cards or affidavits will result in cancellation of the allotted seat and legal action, while the Eligibility Certificate will remain valid only for the current academic session. Additionally, candidates applying under the 85% State Quota can obtain disability certificates from their respective State Medical Assessment Boards, provided the assessment is conducted as per the NMC PwBD Guidelines 2026. The notification also includes a list of 62 approved Disability Certification Centres across India for issuing these certificates.
