The NEET PG Counselling 2026 is the centralized, merit-driven allocation portal conducted under the auspices of the Medical Counselling Committee (MCC) and respective state medical councils. Following the declaration of NEET PG results by the National Board of Examinations (NBE), eligible MBBS doctors compete for over 45,000+ postgraduate seats across Doctor of Medicine (MD), Master of Surgery (MS), Diplomate of National Board (DNB), and PG Diploma specializations.
The post-graduate medical admission hierarchy operates through three primary distinct channels:
50% All India Quota (AIQ)
Surrendered by all state government medical colleges, accessible to every Indian doctor without domicile restrictions via MCC.
50% State Quota Seats
Managed directly by 28+ State DME authorities for doctors who hold the respective state's domicile or completed MBBS from that state.
100% Deemed & Central Universities

NEET PG 2026 Counselling Rounds & Exit Rules
The Supreme Court of India and NMC have introduced stringent guidelines to curb seat blocking. Review the official mechanism for each round below:
1Round 1 (MCC AIQ & State)
Initial Merit AllotmentCandidates register, upload documents, pay registration & refundable security fee, and lock choices. If a seat is allotted and the candidate does not report, it counts as a Free Exit with zero financial penalty.
2Round 2 (MCC AIQ & State)
Upgradation & New AllocationCandidates can submit fresh choices or alter preference lists. If you are newly allotted a seat in Round 2 and do not join, your refundable security deposit is forfeited. If you join Round 2, you cannot resign unless permissible under state regulations.
3Round 3 (Earlier Mop-Up Round)
Seat Consolidation & ConversionAll unjoined AIQ seats and remaining state quota seats are pooled. Stricter debarment rules implemented by MCC/NMC apply: candidates allotted a seat in Round 3 must join, failing which they face a 1-year debarment from NEET PG.
4Stray Vacancy Round
Final Exhaustive ClearanceConducted online by MCC for AIQ/Deemed seats and by respective state boards for institutional vacancies. No fresh registration for AIQ. Only candidates with valid unallotted status can participate. Strict verification to prevent seat blocking.
