Shyamlal Chandrashekhar Medical College and Shaheed Prabhunarayan Multi Speciality Hospital (SCMC–SPNM) is a distinguished private medical institution established in 2023 in Khagaria, Bihar. The college is named after Shyamlal Chandrashekhar and operates under the Madhuri Sewa Nyas, a registered charitable trust founded on 15 August 2007 with the mission of delivering world-class healthcare and medical education to the underserved communities of the Koshi–Khagaria belt in North Bihar. The attached Shaheed Prabhunarayan Multi Speciality Hospital (SPNM Hospital) is the clinical backbone of the college. Established in 2007 with just 30 beds, the hospital has grown steadily to become a 420-bed multi-specialty centre of excellence. It features a fully equipped 20-bed ICU and a 10-bed casualty department, and has earned the trust of the community through its commitment to providing affordable and high-quality care. The hospital handles 400–500 OPD patients daily, distributed across 10+ departments with 24+ doctors on staff. The college is affiliated with Bihar University of Health Sciences (BUHS) and Aryabhatta Knowledge University (AKU), Patna, and its MBBS programme is recognised by the National Medical Commission (NMC). Regarding NMC approval: SCMC applied on 16 September 2023 for 100 MBBS seats under Section 28 of the NMC Act, 2019. MARB initially issued a disapproval letter on 04 July 2024. The college appealed through multiple forums — NMC (dismissed), Union of India (dismissed), Delhi High Court (dismissed for jurisdiction), and the Supreme Court (directed to approach jurisdictional High Court). The Patna High Court, in a landmark judgment in January 2026, set aside all the disapproval orders as 'manifestly illegal and arbitrary,' directed MARB to treat the application as a fresh one for AY 2025-26, and mandated a special NMC inspection within 20 days. The college's LOP status for AY 2025-26 is subject to this inspection outcome. The campus is located on NH-31, Parmanandpur, Khagaria, approximately 90 km from Begusarai Airport. It features a modern academic block with digital smart classrooms, audio-visual teaching aids, advanced laboratories for all MBBS phases, a well-stocked central library, separate hostel facilities for boys and girls, and a 24×7 operational hospital.
