What Is the All India Quota (AIQ)?

The All India Quota comprises 15% of total MBBS and BDS seats in all government medical colleges across India, plus 100% of seats in central government institutions (AIIMS, JIPMER, AFMC) and deemed universities. AIQ seats are filled through MCC counselling on mcc.nic.in. Any NEET 2026 qualifier from any state can compete for AIQ seats — there is no state domicile requirement.

What Is State Quota?

The State Quota comprises the remaining 85% of government MBBS/BDS seats in each state, plus all seats in state private medical colleges. State quota seats are filled through each state's own counselling authority. Most states require candidates to be domicile residents of that state to participate in state quota counselling.

AIQ Cutoff vs State Quota Cutoff — The Real Difference

For the same college, the AIQ cutoff is typically stricter than the state quota cutoff because AIQ seats attract national-level competition. For example, if a state government college's AIQ closing rank for General category is 8,000 — the state quota closing rank for the same college might be 12,000–15,000. This means many students who cannot secure a seat through AIQ can get the same college through state quota. For expected cutoffs, read: NEET 2026 Expected Cutoff: Category-wise Guide.

Exceptions — States Outside AIQ System

Some states have historically had special arrangements. Jammu & Kashmir, Andhra Pradesh, and Telangana have had modifications to the standard AIQ-state quota split at various points — check the current year's MCC bulletin for the latest status. Additionally, AIIMS, JIPMER, and AFMC do not follow the state quota system at all — all their seats are centrally allocated through AIQ and are open to all states.

Private Colleges — State Quota Only

Private medical college MBBS seats are filled entirely through state counselling — there is no AIQ for private college state quota seats. However, deemed private universities (like Amrita, Manipal, SRM) have their seats filled through MCC AIQ counselling. Here are top private medical colleges accessible through state counselling:

Frequently Asked Questions

What is the difference between AIQ and state quota in NEET 2026?

AIQ (All India Quota) covers 15% of government MBBS seats and is open to candidates from all states. State quota covers 85% of government seats and private college seats, and is typically restricted to state domicile candidates.

Can I apply for both AIQ and state quota counselling?

Yes — and you should. Both require separate registrations and run simultaneously. Participating in both maximises your chances of securing the best possible seat.

Is the state quota cutoff lower than AIQ cutoff?

Generally yes. State quota cutoffs are lower than AIQ cutoffs for the same college because state quota faces state-level competition while AIQ faces national-level competition.

Do private colleges have AIQ seats?

Deemed universities (like Amrita, Manipal, SRM) have their seats filled through MCC AIQ counselling. Regular private colleges have their seats filled through state counselling only.

What is state domicile and why does it matter for NEET counselling?

State domicile is your official residence certificate for a particular state. Most states require domicile proof to participate in state quota counselling. Without it, you can only compete for AIQ seats nationally.
